During the launching ceremony, Philippine Defense Secretary Voltaire Gazmin said that aside from the ability to respond to traditional and non-traditional threats, the vessel will enhance the country’s capability in delivering humanitarian assistance and disaster response.

The Tarlac SSV is the first of two Landing Platform Docks (LPD) ordered by the Philippine Navy in early 2014. As of its launch date, the vessel was reported to be 85% complete.

Construction of the Tarlac class SSV is fast paced: first steel cutting for the lead ship took place on January 22, 2015. Steel cutting for the second SSV just took place and its delivery to the Philippine customer is planned for 2nd or 2rd quarter of 2017.

The Tarlac class design is based on the Makassar & Banjarmasin classes of LPD in use by the Indonesian Navy, themselves based on a Daewoo Shipbuilding and Marine Engineering (DSME) design.

Philippine Navy Tarlac class SSV LPD have a full displacement of about 7,000 tons, a length of 123 meters and a width of 21.8 meters. The power plant includes two MAN 9L28/32A diesel engines, each producing 3,000 bhp, providing a speed of up to 16 knots.

The ship has a welldeck able to accommodate two landing craft (type LCU-23M). It has a capacity for up to 520 marines and 2,800 tons of cargo. The flight deck has two landing spots for helicopters (Sikorsky UH-60 type) and hangar capacity for one helicopter. The armament of the ship, in accordance with the requirements of the Philippine Navy, will include a 76mm Oto Melara main gun and two 25-mm guns at the stern.
