Developed by the Rubin Central Design Bureau for Marine Engineering in Saint Petersburg, with Vladimir Zdornov as the chief designer, the Borei-class submarines (projects 09550, 09551, 09552) are part of Russia's fourth-generation nuclear-powered submarines. They are intended to replace the older Project 941 "Akula" and Project 667BDRM (Dolphin classes), aiming to improve the strategic deterrent force.

The construction of these vessels is carried out by the Sevmash Production Association in Severodvinsk, a subsidiary of the United Shipbuilding Corporation. The design includes a dual-hull structure, with the inner hull designed to withstand deep-sea pressures and the outer hull providing a streamlined shape.

Powered by a nuclear turbine generating approximately 50,000 horsepower, created by Afrikantov OKBM in Nizhny Novgorod, each Borei-class submarine represents a complex engineering project, comprising 1.3 million parts and mechanisms, and requiring 17,000 tons of metal for construction. The exterior of the submarine is coated with around 10,000 rubber tiles to enhance stealth.

The submarines are equipped with the D-30 missile complex, carrying Bulava intercontinental ballistic missiles and torpedoes. Originally intended to be armed with R-39UTTH Bark missiles, the design was revised to accommodate the Bulava missile following unsuccessful tests of the former.
