The FRCs (Fast Response Cutters) are replacing the 30-year old 110-foot Island Class Patrol Boats and are equipped with an advanced command, control, communications, computers, intelligence, surveillance, and reconnaissance systems and boast greater range and endurance.

Like the Island Class Patrol Boats before them, the FRC’s are designed as multi-mission platforms ranging from maritime law enforcement to search and rescue. The new cutters represent the Coast Guard’s commitment to modernizing service assets to address the increasingly complex global Maritime Transportation System.

Each FRC has a standard 24-person crew. This will bring over 70 new Coast Guard members to Guam, along with a projected 100 family members. In addition to the crews of the three ships additional Coast Guard support members and their families will also be in Guam.

The Oliver Henry (WPC-1140) is a Sentinel-class cutter in service with the U.S. Coast Guard. The Coast Guard accepted delivery of the newest Sentinel-class fast response cutter (FRC), the Coast Guard Cutter Oliver Henry (WPC-1140), from Bollinger Shipyards, July 30, 2020.

The Sentinel-class cutter, also known as Fast Response Cutter due to its program name, is part of the United States Coast Guard's Deepwater program. Up to 58 vessels are to be built by the Louisiana-based firm Bollinger Shipyards, using a design from the Netherlands-based Damen Group, with the Sentinel design based on the company's Damen Stan 4708 patrol vessel.

The Sentinel-class has a length of 46.93 m, a beam of 7.74 m, and a displacement of 353 tons. The ship can endure for a minimum of five days at sea. It can accommodate a crew of 22, including 18 sailors, two chief petty officers, and two officers. The ship is armed with a remote-control 25 mm Bushmaster automatic cannon and four crew-served M2HB .50-caliber machine guns.
